I believe that this bill is too broad in scope, and erroneously targets Oregon citizens who should not be subjected to its restrictions. Sincerely, (Your name, home address and contact telephone number here) Submitted May 1, 2009 by Senator Bill Morrisette: Please draft an amendment to the bill that would insert the following language in the sequence of exceptions that begin on Page 1, Line 21, after Line 20, “This section does not apply:”: “ to the operation of any two-way radio device by a person holding a current license issued by the United States Federal Communications Commission.” “ to the operation of any two-way radio device in the Citizen’s Band or Family Radio Services in accordance with Federal Communications Commission rules and regulations.” Reason: This bill’s original purpose was to prevent the use of cellular phones without a hands-free device as discussed by the authors of the bill during the Oregon House of Representatives session April 28th, 2009. If this bill passes as written, Amateur Radio Service, C.B. and F.R.S. radios will be unlawful to use by the operator of a motor vehicle except in an emergency, training, in the course of business, etc. This requested amendment will allow those to continue as permissible uses.
